The company's new centre of operations will house ECRM's sales, service and customer support personnel, as well as its training and demo facilities.
ECRM said that its new base would provide a more central location to its European customers and more than 80 dealer partners in the region.
Derek Hillyard, technical support manager at ECRM, added: "In its 41 years, ECRM has always placed the highest priority on meeting the needs of our customers and marketing partners.
"This move is just one example of the company's dedication and commitment to its user and distribution base."
The Norfolk House headquarters was officially opened on 4 August, although the company will not complete the phase out of its Watford site until late September.
