The group currently comprises seven European graphic arts industry associations from Belgium, France, Switzerland and the Netherlands, but Enfocus chief executive and founder Peter Camps said the UK and Germany were obvious targets over the next six to nine months.
The group also presented to Alan Darling, chairman of US organisation the Digital Distribution of Advertising for Publications (DDAP).
"We intend to put together a number of standards that you would expect a PDF to adhere to," said Camps.
The groups aim is to create "cross border consistency" to enable PDF rules to be generic for use by all printers and publishers.
It has set itself the goal of publishing a set of standards by late 2002 or early 2003.
Camps said the group would also look at tackling other industry issues such as colour-managed workflows.
The workgroups next meeting is planned for Ghent, Belgium on 20 September.
