The current Printing Services Framework, worth £12m each year, will be replaced by three frameworks: the commercial web framework; the sheetfed and litho framework; and the digital and print support products.
COI said printers can now compete for government and public sector work without going through a lengthy procurement process for every contract.
Philip Brimley, head of the procurement unit, has led the review and said printers will be selected through a rigorous procurement process on the basis of their proven success.
"The new framework calls for a number of printers that offer a wide range of commercial web printing expertise," he said.
Those interested in applying to the commercial web framework should go to www.coi.bravosolution.co.uk. The other two frameworks will be available later in the year.
COI is the only government department that procures and manages print on behalf of other departments.
