The paper manufacturer began the process on 13 January but declined to comment on how many staff may be affected.
John Bardsley, Stora Enso UK managing director, said: "The move is a result of the challenging circumstances the market is currently experiencing.
"We don't expect customer service to be affected by the consultation process."
Stora Enso UK's head office is in Orpington, Kent and the site handles the sale of fine paper, magazine paper, newsprint, laminating papers, pulp and containerboard for the UK.
Consumer Packaging products are sold through a Nottingham branch office, and the UK divisions account for 12% of the group's total sales.
Earlier this month, Stora Enso said it would continue to significantly curtail production during the first half of 2009 to adjust to weaker demand.
In the fourth quarter of 2008, the company reduced its paper and board production by 15%, pruning 490,000 tonnes. Pulp production was cut back by about 240,000 tonnes, reducing capacity by 20%.
