The north London-based company went into administration with MCR on 19 May, emerging the same day as Inc Solutions - a new business set up on 3 April by former directors of 4Cilities, Chris Smith and Clifford Warman.

Both men resigned as directors on 2 May to be replaced by three new directors - Ian Custance of litho printer Print Logic, Warman's wife Delyth Davies-Warman and Peter Smith, who it is understood is Chris's father.

Chris Smith said none of these directors were involved at 4Cilities and that he and Warman were still involved, but only in a sales capacity.

However, many suppliers have claimed that 4Cilities is an example of how the UK pre-pack laws allow businesses to "knock" suppliers.

In a letter to PrintWeek, the suppliers claim the company left "massive debts" behind. It also said that the same directors had done a similar thing a year ago at another company called 4 Limited.

Chris Smith and Warman were both directors of the company, which went into administration in March last year owing £1.3m to creditors. It was sold to 4Cilities in a pre-pack deal for £83,000.

One trade supplier said he had lost more than £30,000 because of the two administrations. He did not want to be identified because he said he was still trying to get money back from Inc Solutions.

"They nearly finished me off last time. I kept getting promises about getting money back and now this," he said. "Why are they allowed to carry on? Why can they get away with this all the time?"

According to 4Cilities' Chris Smith, the company had no choice but to go into administration after attempts to renegotiate a lease on a press were unsuccessful.

He said: "With no agreement being found, the machine supplier decided the best option would be to terminate the contracts with immediate effect and demand from us payment in full of the entire contract - an extremely large amount of money."
