The proposed closure, alongside that of fine art printer St Ives Westerham Press, was announced in November. The associated consultation process has now run its course.
Chief executive Patrick Martell said: "We will now go through the final winding-down process. Most of the machinery has been sold, although there are one or two bits and pieces we are redistributing within the group."
He added: "It is sad, but unfortunately necessary. The management team and everyone on-site has handled this hugely professionally."
The facility had employed 107 staff, and 16 employees have moved to other roles within the group.
The Blackburn site, along with the former Westerham Press and Crayford factories in Kent, are among a portfolio of St Ives’ property assets that are up for sale.
The properties include the Peterborough, Roche and Plymouth sites currently leased by Wyndeham Group.
Last year St Ives sold its former headquarters building for £6.3m. The publicly-traded print group will announce its interim results on 6 March.
