The PGC NTO's new programme will include a skills foresight report identifying future skills needs, a Modern Apprenticeship framework implementation programme, and an update of its online training database.
It has also persuaded the Sector Skills Development Agency (SSDA) to carry out a new analysis of employee numbers in the print, printed packaging and photo imaging sectors.
An initial bid for a "Trailblazer" SSC was rejected because the combined sectors were deemed to have "too small a footprint".
