All staff members from both Tower and SCR were offered positions within the new company either at the Bury sales office, or the Leeds production site.
A spokeswoman for the company said every attempt was made to redistribute resources and skills within the business.
She said: "As a result, there were only a small number of staff from the Bury site who have made the decision to accept redundancy due to personal circumstance and the expansion of the Leeds production line."
She confirmed that Suzanne Mitchelson, managing director of Tower Supplies, is still with the company. Her role is to run the north west sales office, grow the business and sort out the transition from Bury to Leeds production.
However, she said that as Tower Supplies is part of Belgium-headquartered De Vroede Group, she was unable to comment further on individual details about the exact staff or turnover figures.
She did however confirm that the headcount across the two companies is set to be the same and that SCR was one third bigger in size and turnover than Tower, and that the staff count of the combined business will be in excess of 60 people.
Steve Allott, managing director of SCR Envelopes, said the two businesses have similar objectives, business values, target markets and expertise.
"A merger made economic and commercial sense. SCR will now have 12 presses on double days under one roof, with the capacity to increase to 15 presses in the future.
"The merger strengthens our position in the marketplace and will enable us to expand our innovative, cost effective solutions, while delivering an even higher level of quality and customer service."
The shareholders are 50% De Vroede and 50% SCR Envelopes and the holding company is called SCR Envelope Holdings.
SCR now owns five of only eight four-colour overprinting presses in the UK, four of which have in line UV drying facilities, and seven high speed two-colour presses. The site will produce 500m envelopes a year.
According to PrintWeek's Top 500 SCR Envelope Solutions had a turnover of £6.4m in 2009.
