The 2,415sqm plant in Leith, Edinburgh, houses the group's new operations and document management centre, which includes Konica Minolta digital print equipment design studios and warehousing space.
The site employs around 60 staff, many of whom were taken on from RR Donnelley, the incumbent supplier of the 'fully managed service' contract for the Scottish government that APS won in March this year.
Allan Doyle, head of APS Scotland, said: "This investment is designed to support the Scottish government and many of its collaborative partners.
"It not only provides the right level of infrastructure, technology and people to deliver the job, but also acts as a springboard for further growth in Scotland."
The Scottish government contract for print and related services is worth around £130m-£170m over two years. Other winners of the contract include Pindar, J Thomson Colour Printers, Montgomery Litho and Woods of Perth.
