It is possible that Bailey will be joined on the list in coming years by the current editor of The Sun, Rebekah Wade, who has just been unveiled as the new chief executive of News International.
Wade will be responsible for the day-to-day operation of The Sun, The Times, The Sunday Times, News of the World and Thelondonpaper.
She will begin in her new role in September. A new editor of The Sun is set to be announced soon.
