This was just one of the findings in UK Preview 2005/06, the latest 90pp research report from pulp and paper business information providers PPL Research.
Publisher Lawrence Turk said that hopes of an upturn in the UK paper and board market had been dashed.
"The onus is now very much on producers to curtail production in order to match lower demand during the next 12 months."
Turk said pulp prices would be expected to soften over the next 12 months.
Demand for paper and board is set to continue to be affected by the slowdown in consumer and industry demand and the contraction in the UK manufacturing economy.
UK Preview is available for 699 plus postage and packaging.
