The "Say No" and "Say Yes" campaign was launched on 3 November in response to a number of fatalities in the industry.
Tony Burke, Unite assistant general secretary, said: "We are very concerned about the number of serious incidents that have rocked the paper manufacturing industry. A lot of corners were being cut and people were under pressure to create more tonnage."
The campaign will initially last for a year and consist of a series of leaflets and posters to remind staff not to carry out unsafe tasks or take risks, while also encouraging them to act on health and safety complaints.
It will highlight safe working and will seek to educate members and help keep them up-to-date with legislation.
Unite and CPI staff will also go out and talk to health and safety officers at manufacturing sites.
CPI director general Martin Oldman said that while there had been significant improvement in health and safety over the years, there was a need to encourage greater engagement.
"This is what the campaign seeks to achieve. Our partnership agreement with Unite has again demonstrated its value in the purpose and resolve that this initiative represents," he added.
